Cannabis Groups Unite to Advocate for Federal Reform under Trump Administration
In a significant development for the legal cannabis industry, several of America’s largest cannabis companies are joining forces to establish the U.S. Cannabis Roundtable. This new advocacy group aims to address the legislative stagnation surrounding marijuana reform at the federal level, as President-elect Donald Trump prepares to take office soon. The U.S. Cannabis Roundtable will be formed from the merger of two prominent lobbying organizations: the U.S. Cannabis Council and the National Cannabis Roundtable.
Key Players in the Legal Cannabis Industry
The newly formed group is backed by some of the biggest names in the cannabis sector, including Cresco Labs, Trulieve, Green Thumb Industries, Verano, and Curaleaf. The combined organizations will leverage their resources and member base, which collectively employs 450,000 people and operates 13,000 medical and adult-use dispensaries across 38 states in the U.S.
Charlie Bachtell, CEO of Cresco Labs, is set to chair the U.S. Cannabis Roundtable. He expressed confidence in the new group’s potential to serve as a unified voice for the legal cannabis industry and a valuable resource for members of the Trump Administration and Congress. “The combined group will be the unified authority advocating on behalf of the legal cannabis industry and a resource on all things cannabis,” said Bachtell in a prepared statement.
Progress Over 90 Years of Prohibition
The formation of the U.S. Cannabis Roundtable is a culmination of an 18-month effort by cannabis advocates to end nearly a century of cannabis prohibition in the United States. Bachtell remarked, “The wheels of change do spin slowly at the federal level. We may have gotten used to quicker progress on the state level. We’ve had a lot of educating to do.”
As the group prepares to launch, they are optimistic about their ability to influence the Trump Administration’s regulatory stance, given that President Trump has shown past support for easing cannabis regulations, including adult-use initiatives in states like Florida.
Objectives of the U.S. Cannabis Roundtable
Among the primary goals of the U.S. Cannabis Roundtable is to reignite efforts aimed at reclassifying cannabis from its current designation in Schedule I to Schedule III of the Controlled Substances Act. This reclassification would lessen the restrictions placed on cannabis, aligning it closer to medications viewed as less dangerous than heroin or fentanyl.
Last week, cannabis advocates successfully requested the Drug Enforcement Administration (DEA) to table discussions on cannabis re-scheduling, accusing the agency of inaction. Bachtell indicated that efforts to revisit the issue could resume under the upcoming administration.
Financial Access and Legislative Hurdles
Another critical concern for the cannabis industry is the stalled passage of the SAFER Banking measure, which seeks to improve financial access for state-legal cannabis businesses. Although it has been approved by the U.S. House of Representatives on multiple occasions in the past decade, the bill has yet to secure a full vote in the U.S. Senate.
Historically, many GOP officials have expressed opposition to cannabis reforms, even as younger Republicans increasingly support legalization measures. Notably, influential figures, including billionaire Elon Musk, radio host Joe Rogan, and Robert F. Kennedy Jr., are all proponents of cannabis reform, potentially swaying the incoming President’s stance.
The Road Ahead and Potential Opposition
The U.S. Cannabis Roundtable will face challenges from organizations like Smart Approaches to Marijuana, who have indicated plans to pursue legal action against any reclassification of cannabis. The ongoing reform efforts have had tangible effects on cannabis stocks, which saw a notable decline in 2024. The AdvisorShares Pure U.S. Cannabis ETF (MSOS) has fallen by 10% so far in 2025, compared to a 1% rise in the Nasdaq Composite Index. Over the past year, the ETF’s value has decreased by 57%.
As the cannabis industry gears up for potential regulatory changes, the U.S. Cannabis Roundtable’s formation marks an important step toward comprehensive reform. With significant backing and a coherent strategy, the group is poised to make its voice heard in Washington, advocating for a new chapter in cannabis legislation.
